Roblox's reported user numbers will make it subject to additional EU legislation for regulating social networks

Roblox could become the first game to be classified as a very large online platform (VLOP) under European legislation. This designation is now considered "definitely possible" after the company confirmed an average of 48 million monthly active users in the EU for the six months ending February 13, 2026.

According to Gamesmarket, Thomas Regnier, a spokesperson for the EU Commission for Tech Sovereignty, Defence, and Space, stated that this classification is "definitely possible". Under the Digital Services Act (DSA), platforms exceeding 45 million monthly users in the EU are automatically classified as VLOPs.

If designated as a VLOP, Roblox must comply with specific rules addressing risks of illegal content and its "impact on fundamental rights, public security, and wellbeing." The platform will be required to:

  • Establish an internal compliance function to mitigate identified risks;
  • Undergo independent audits at least once a year and adopt auditor recommendations;
  • Share data with the Commission and national authorities for compliance monitoring;
  • Allow vetted researchers to access platform data for risk analysis;
  • Provide non-profiling-based options in recommender systems;
  • Maintain a publicly available repository of advertisements.

The company has four months to comply after designation, with the status revocable if thresholds are not met within a full year. Non-compliance with the DSA can result in fines up to 6% of global turnover.
